NASCAR Finally Explains Why Bubba Wallace’s Controversial EchoPark Penalty Stood

NASCAR has finally offered a detailed explanation for one of the most controversial rulings of the 2026 Cup Series season.

Two days after Bubba Wallace lost a runner-up finish at EchoPark Speedway because of a last-lap penalty, NASCAR Vice President of Racing Communications Mike Forde addressed the decision on the “Hauler Talk” podcast, explaining why officials believed the penalty was warranted even though Wallace argued he never actually completed the pass.

The clarification comes after Wallace publicly questioned the ruling following Sunday’s race, where he was dropped from second to 29th after officials determined he violated NASCAR’s double-yellow-line rule.

NASCAR says completing the pass wasn’t required

Wallace believed he had done enough to avoid a penalty because he lifted off the throttle and attempted to give the position back after dipping below the double yellow line while battling Ryan Blaney and Carson Hocevar.

NASCAR, however, said that isn’t how the rule is enforced.

According to Forde, the violation occurred the moment Wallace went below the double yellow lines in an attempt to improve his position.

“If he did go below the yellow lines and eventually improved (his position) and he did that to improve it and he wouldn’t have gotten to where he did without going below the yellow lines, that’s really what matters here in this case,” Forde explained. “He doesn’t actually have to make the pass while under the double painted line.”

That distinction became the key point of NASCAR’s explanation.

Officials determined Wallace’s move created an opportunity to improve his position, regardless of whether he completed the pass before returning above the line.

NASCAR says there are no ‘give-backs’

Forde also addressed one of Wallace’s primary arguments after the race.

Wallace maintained he stayed on the brakes after leaving the racing surface and never intended to gain an advantage, saying he remained third until the final moments before the finish.

NASCAR said that does not change how the rule is applied.

Forde explained that once a driver goes beneath the double yellow line in an effort to improve position, subsequent attempts to surrender that position do not erase the infraction.

In other words, there are no “give-backs” after crossing below the painted boundary.

The ruling stood after Wallace and the No. 23 team spent approximately 31 minutes meeting with NASCAR officials following the race.

The decision continues to impact Wallace’s playoff picture

The penalty ultimately proved far more costly than a lost trophy.

Wallace fell from an apparent second-place finish to 29th in the official results, a swing NASCAR said amounted to 27 championship points.

Instead of leaving EchoPark Speedway with an 82-point cushion above the provisional playoff cut line, Wallace exited the weekend 55 points clear while remaining 13th in the regular-season standings.

Speaking after the race, Wallace acknowledged the impact the ruling could have on his playoff hopes.

“Everybody behind us is like, ‘Oh, 23,'” Wallace said. “They see that and are licking their chops. The position that we’re in, we’re not safe.”

With NASCAR now publicly explaining why the penalty was upheld, the ruling is unlikely to generate any further review. But the debate over whether the double-yellow-line rule should be enforced this way is almost certain to continue.
