The serving Royal Navy commissioned officer managed 145kg with his second attempt in the snatch, before failing to lift 150kg.
Roared on by the crowd in the arena after failing with his first two attempts, Wales successfully lifted a Welsh record 191kg in the clean and jerk to avoid a 'did not finish'.
This left him with a total of 336kg, 20kg short of England's Andrew Griffiths who went on to win a bronze medal.
New Zealand's David Liti's score of 389kg was just enough to claim gold, with Singh Lovepreet just one kilo behind in silver.
This was the final event of the weightlifting programme at these Games.
Team Wales finish with one medal in the sport, thanks to Laura Hughes' bronze in the women's 77kg.
